Planters used to occupy surplus space or Space Left Over After Planning (S.L.O.A.P.s), sometimes surplus pavement spaces present a problem when they are too small to develop for profit but large enough to offer the homeless a place to rest and people in general to loiter. In order to control these types of spaces planters, flower beds, Viewing Gardens and highly controlled Pocket Parks are created.
