A viewing garden is a dioramic park that is designed to control unruly public spaces that are too small to develop for profit but large enough to create a nuisance with loitering. They are designed so that low-maintenance plants and trees are viewed from behind a fence in which they are enclosed. Access is only permitted by gardeners and city staff. This example is a kind of walk-through viewing garden.
